The Significance of the Slopes

Ignore the old number on this proposal as this apparently sat around a long time waiting for the developer to submit details to the City .
This is 5 acres at the top of the Slopes on the far east edge of the undeveloped lands and adjacent to Patterson View Heights .
It has about 1/3 of the land on top of the slope - with 2/3rds of the parcel being below the top of slope line.
The developer wants to develop 3 connected multi-residential buildings with 60 residential units and a two level underground parking garage.
These are obviously very large buildings (4 stories above ground) and the middle one is being built so that it over-laps directly onto a slope identified as greater than 33% grade so this is not in adherence to the required 18 meter setback from top of slope or proper identification of the top of slope for Environmental Reserve determination.

 

The current Patterson Heights Strathcona Cell A Revised Concept Plan has this area zoned for Low Density Single Family/Semi-Detached with a density of 6-8 Units/acre and the Developer is proposing to increase the density up to 19-35 UPA with the Multi-Family Residential zoning.
The Developer also plans to drain the water from the area to help ensure that the slope is stable; their own outline plan stated only that it was expected to be possible to make it safe... not a statement to instill a lot of comfort .
Draining the underground water would clearly impact the area downslope from the development that is within the lands the City has already acquired and included in the planned Paskapoo Slopes Natural Environment Park.
That downslope area is noted by residents in Patterson as being wet throughout most of the year due to underground seeps and therefore the natural vegetation there is obviously dependent on it. This area likely also keeps the waterfall in Patterson supplied with water so drainage from this area to a stormwater system could very likely dry up that amenity for Patterson folks.
The River Valley Committee provided the City with an example of how Crestmont Creek was completely dried up by Crestmont development diverting all the water that previously fed the stream via a spring. ( This seems to all be part of the same complex hydrogeological puzzle that is the Paskapoo Slopes so further detailed study and third party validation will be required .)

The City circulation has also indicated a lot of issues and concerns about this plan so it will likely require some major changes before it can go any further.
