Dear Ms. Marshall:

The Honourable Ralph Klein, Premier, has forwarded me a copy of your recent e-mail concerning the preservation of the Paskapoo Slopes area of Calgary.
Alberta Environment and Alberta Community Development have assessed the provincial significance of both the ecological and archaeological resources present in the Paskapoo Slopes. The Honourable Halvar Jonson, Minister of Environment, has advised me that the land meets none of the ecological requirements necessary for inclusion in the provincial parks and protected areas system.  After a great deal of consideration, I have concluded that the archaeological resources, while important, are not of such overall provincial significance for me to either stop development from proceeding or, as you have suggested, to recommend that the provincial government purchase the property.

Development approved by the City of Calgary will be allowed to proceed subject to the completion of the mitigation required to retrieve the valuable scientific information from those archaeological sites that cannot be avoided.  It is evident from the City's recent approval of the proposed development of the property owned by the Calgary Development Corporation that the majority of the more significant
archaeological  sites situated on the property will not be physically impacted by the proposed development.
